A full 13-gallon bag weighs what it weighs. What changes is the direction you have to move it: up and over a rim, or straight out the front.
Your biceps take the weight.
Holding a full bag with your arms out in front of you is the weakest position they work in. Pulling it forward keeps the load low and close.
Your lower back takes the bend.
Reaching down into the can loads your lumbar spine before the lift starts. The front doors put the bag at waist height instead.
